I see no reason why these same considerations should not apply to applications for leave to appeal.  In summary, this means that in considering whether to dismiss an application for leave to appeal because of an undue and unjustified delay in prosecution thereof, what must be considered is the length of the delay, any explanation for the delay, what steps have been taken to mitigate the delay or pursue the matter, as well as considerations of justice (or injustice for that matter) and prejudice.
