THERE has only been a marginal increase in the representation of blacks in top management over the last three years, the 2014-15 report of the Commission for Employment Equity has found. Strong progress has been made at a senior management level, ‘with African representation climbing substantially to 20.5% from 12.7% in 2012-13, and white representation falling from 73.1% to 59.3% over this period. Coloured representation stood at 7.2% and Indians representation at 9.9% from the 2012-13 figures of 4.6% and 6.8%, respectively’.  One disturbing aspect is that the Commission of Employment Equity still reports in terms of six levels whereas the Employment Equity Act, more particularly form EEA9, now has seven ‘occupational levels’.
