There seems to be a serious problem concerning using Cuban engineers in South Africa.  According to the South African Institution of Civil Engineering (Saice) they cannot be registered by the Engineering Council of SA nor can they mentor aspiring graduate engineers, according to a law created by the South African government — the Engineering Profession Act of 2000.  There is reportedly a 40% underutilisation of local consulting engineering capacity in SA.
